CEI was founded in 1958 by Antonio Ribera and Eduardo Buelta and from the beginning was primarily concerned with the empirical, evidence-based, statistical analysis of events and objects surrounding UFOs and with a sociological and psychological approach to witnesses and their statements, making it more closely aligned with the "scientific" approach of J. Allen Hynek (who contributed to the journal) and others and opposed to the contactee wing of the UFO movement, exemplified by believers in the tales of George Adamski. (The only value of Adamski for CEI was to serve as pattern of how to detect other frauds.) Despite this focus on rigor and analysis the journal had moved beyond the "nuts and bolts" approach of many early UFO journals and readily embraced the sociological and psychological context of sightings. This approach distinguished the journal from contemporary Spanish journals like Karma (Barcelona 1972), Mondo Desconocido (1976), and Mas Alla that were more willing to investigate Forteanism, spiritism, the occult and lost civilizations. The name of the journal is a version of the enigmatic last radio message sent by a British South American Airways flight just before it vanished over the Andes in 1947: S-T-E-N-D-E-C. It published the work of renowned UFO researchers and experts such as Vicente-Juan Ballester Olmos (1948-), Jader U. Pereira, and Marius Lleget. Many of the principals and contributors of the journal, including Crexells, went on after its demise to contribute to the annual Papers d’OVNIs (1994-2005).
