Wesley Howard Bateman (1937-2009), the "Telepath for the Confederation of Worlds," was a UFO contactee who in 1963 began communicating with the extraterrestrial "Federation," a brain trust called "Outer State," through ESP. These entities informed him that throughout recorded history the earth has been been surrounded by a "frequency barrier" that hindered mental development and was now dissolving, allowing mankind to begin intercourse with the Federation of beings. In his public appearances, Bateman demonstrated his ability to control flying saucers overhead by ESP.
