The National Investigation Committee on Aerial Phenomena (NICAP) was founded in 1956 by Thomas Townsend Brown to investigate UFOs scientifically. Major Donald Keyhoe (USMC, Ret.) was a member of the original board and soon became director, and the commission started its own journal in 1957, the monthly UFO Investigator, which was soon joined by this journal, published independently by Robert J. Gribble's National Investigations Commission on Aerial Phenomena in Seattle, Washington, which soon came under the aegis the NICAP Committee when Gribble joined the Washington, D.C.-based national group. Gribble, who died in 2019, was a Seattle fireman who became fascinated by UFOs in 1954 and started the Aerial Phenomena Research (APRG) in Seattle, which published the monthly APRG Reporter. This was replaced in late 1957 or early 1958 by Interplanetary / Interplanetary Intelligence, or The Flying Saucer Review: A Report on Interplanetary Spacecraft, put out under the aegis of Gribble's Civilian Flying Saucer Intelligence group. And this was replaced in turn by this journal. When Gribble merged his NICAP (Commission) with the Washington-D.C.-based NICAP (Committtee) the journal continued to list Gribble's NICAP as publisher although the Commission had been formally dissolved. He eventually became director of NICAP itself and then in 1974 director of the National UFO Reporting Center (NUFORC) that tracks sightings and offers a 24-hour reporting line to report them.

This journal avoided controversy and interminable debates over the nature of UFOs and the reality of contact with aliens by avoiding the subject altogether and limiting itself to (usually) short reports of UFO sightings.
