Harold Henry Fulton (1914-1988) was a member of the Royal New Zealand Air Force and founded Civilian Saucer Investigation of New Zealand (CSI NZ) in 1952 after hearing of the supposed appearance of UFOs over Washington, D.C. Its stated purpose was, not to establish or debunk any theory about the nature of UFOs, but to collect empirical data on UFO sightings, radar anomalies and witness and pilot statements and investigate them in an effort to prove or disprove the existence of UFOs. In its inception it was open to investigation of anomalous and unexplained (Fortean) events and objects, like the supposed intergalactic flight of a Tibetan Lama, but toward the end of the 1950s, Fulton moved the focus of the organization toward a more technical and data-driven approach to the problem, aligning its efforts with those of NICAP and its UFO Investigator. The transition is exemplified by Fulton's position on George Adamski and the contactee side of the UFO phenomena, which changed from an open-minded willingness to examine the technical details of his claims to a skeptical rejection of his assertions.
